Kazakhstan to transfer the Social Health Insurance Fund to the Ministry of Finance after major audit

The Government of Kazakhstan has uncovered widespread irregularities in the compulsory social health insurance system. An audit by the Ministry of Finance identified thousands of cases involving fictitious medical services, treatment records for deceased patients, unusually high patient volumes, and screenings inconsistent with patients' gender.

Among the findings were a doctor recorded as seeing 1,442 patients in a single day, 3,640 medical services provided to 996 deceased individuals, and more than 769,000 gender-inconsistent screening records.

Following the report, Prime Minister Olzhas Bektenov instructed that the audit materials be forwarded to law enforcement agencies and ordered the Social Health Insurance Fund to be transferred to the Ministry of Finance to strengthen financial oversight.
