When medicine becomes absurd: fictitious medical services uncovered in Pavlodar

Prosecutors in the Pavlodar Region have uncovered a scheme involving fictitious medical services funded through Kazakhstan's Mandatory Social Health Insurance Fund.

According to the Prosecutor's Office, medical consultations were billed for deceased individuals, gynecological services were recorded as provided to men, and duplicate payments were made for the same medical services.

The investigation also identified serious violations in healthcare organizations, including the provision of medical services by uncertified specialists, the absence of required permits, and breaches of healthcare standards.

Two criminal cases are currently before the court: misappropriation of public funds amounting to KZT 62 million and illegal business activities causing damage of KZT 41 million.

Following prosecutorial oversight, the violations were addressed, the necessary permits were obtained, responsible individuals were held accountable, and more than KZT 100 million was recovered.
