Loan issues | Kazakhstan launches a "digital hunt" for debtors

Kazakhstan is strengthening digital monitoring of debtors subject to court enforcement orders. According to government data, as of January 2024, 4,560 debtors were wanted, while the whereabouts of 2,118 individuals had been established.

The system makes it possible to identify debtors in public places, airports, railway stations, public service centers, during the receipt of government services, and when purchasing tickets.

Cameras and AI can also identify vehicles belonging to debtors, after which police may stop the vehicle and send it to an impound lot. These measures are intended to improve the enforcement of court decisions and protect the rights of creditors.
