Kazakhstan is strengthening oversight of ATM transactions to combat money laundering and the use of mule bank cards.
From 1 January 2026, banks are required to retain ATM video recordings for at least 180 days. If a transaction is later identified as suspicious, investigators will be able to identify the individuals involved. Authorities are also considering introducing biometric identification, including facial recognition or fingerprint verification.
At the same time, the State Revenue Committee clarified that ordinary banking transactions are not grounds for a tax audit. Cash deposits through ATMs, transfers from deposits, salaries, social benefits and transfers between close relatives are not automatically treated as suspicious.
According to the Financial Monitoring Agency, approximately 13.3 trillion tenge was cashed out through suspicious schemes over the past year. The new measures are intended to make money laundering and the use of money mules more difficult.
